Report to: Finance Director
Duty Station: Addis Ababa (may require frequent travel to the field)
Undertaking the lead in day to day financial activities of the country office and Project office and work closely with Finance Director.
Supervise and enhance the capacity of accountants, cashiers of both Country office and Field office.
Whenever needed participate in project proposal writing and take part in budget preparation of the project
Rich knowledge of some of the donors rule like UN, USAID, & others is required
Conducting financial management across various programs, ensuring the financial application of the agency and donor financial policies and procedures in line with government guidelines.
Make sure that appropriate reconciliation of accounts (monthly bank and book) are done within a given time and manage budget of all the projects and administration account as needed and agreed.
Following up of the accounting activities and financial management of field programs;
Ensuring that the accounting system is maintained to provide the information required for planning, monitoring and reporting for program operations, safeguarding assets, discharging liabilities and legal responsibilities;
Ensuring that all necessary internal controls of accounts are in place and provide possible and proper guideline in correcting in consultation with the Department Head.
Ensure that monthly financial statements are prepared and present analysis of the statement considering the budget and other factors that will help to take proper administrative action.
Manage well all monthly liabilities (payroll, income tax, pension fund, bills, withholding tax, VAT, etc) and receivables (from donor, within project, staffs, supplier, etc) of the Agency.
Manage contract procurement, insurance of property and grant of the agency.
Facilitate and take a lead in ensuring audits of account are timely and effective undertaken.
Regular inventory of ADRA properties (plant and assets) in country office and field office and report
Make sure that the procurement and logistic are within the budget and follow the rules and regulation of the Agency as well other required standard.
Knowledge and ability to manage procurement, logistic, and property of the agency including, but not limited to, the labelling of properties, inventory, and proper usage of resources.
Preparing and submitting financial reports for donors on time with the consultation of Finance Director
Minimum Desirable Criteria’s
Bachelor Degree in Accounting/Finance/Business Administration Majoring in Accounting from recognized higher institute with a minimum of related experience of 5 years after obtaining first degree Out of which 3 Years is on relevant managerial/team leader positions (supervision of not less than three staffs) in registered INGO and/or experience in World Bank, IMF, and other bilateral agreed institutes is mandatory. English command, critical analytic ability and team work is required Professional accreditation such as ACCA, CPA or CMA is also considered.
Key Skill/Characteristics required:
Very recent experience (in the last five years) with registered INGO development and humanitarian relief work and understanding of relevant issues is mandatory;
All the supporting documents (academic credential, work, training and recommendation) for those included in the CV need to be attached
Letter of clearance and remittance of government tax statements from all previous employers must be submitted with application. However, the applicant will be asked from the recent employer when the candidate is offered the job officially.
Good personnel management skills, with the ability to demonstrate skills in leading a multi-disciplinary team;
Ability to present information and concepts clearly, both verbally and on paper! in written;
Good written and spoken English, Computer Excellency [proficiency with MS Word, Excel, and accounting packages such as Peach tree, Sun Plus, ACCPAC and etc)
Administrative experience with knowledge of establishing and maintaining office systems;
Ability to lead and work as a member of a team with mutual respect and understanding;
Ability to perform under pressure and creative in solving problems, conflict resolution skills, critical thinking skills;
Ability of planning for better future and crisis management;
Knowledge of all legal procedures of the country and capacity in lobbing issues related to federal and regional offices.
